On September 7, 2005, Judge Penny Brown
Reynolds donned a second robe, that of minister. That occasion
also marked 5 years on the bench as a Fulton County State Court Judge. Even before Penny
became judge, she had achieved more than most. She is a former
assistant attorney general for the state and a former
prosecutor. She also served as executive counsel to former
Governor Roy Barnes, making her the first African American to serve
in that position in Georgia. During her tenure as executive
counsel, she negotiated the state's historic settlement with the
tobacco industry and explored sentencing guidelines, among other
accomplishments.
